TURNED OVER DAVIS-MONTHAN AIR FORCE BASE AZ AND ITS DRONE MISSION TO TAC, 76/09/30. CLOSED OUT ACTIVITIES AT GLASGOW  AIR FORCE BASE MT. CONCENTRATED RECONNAISSANCE FORCES (SR-71&apos;S AND U-2&apos;S) AT BEALE AIR FORCE BASE CA. TRANSFERRED COMMUNICATIONS UNITS AND FACILITIES  OVER TO SINGLE MANAGERSHIP OF AFCS. PHASED OUT SATELLITE BASES IN FAVOR OF READY DISPERSAL BASES. FORMATION OF STRATEGIC AIR COMBAT OPERATIONS STAFF  (SACOS) WAS A MOVE TO PINPOINT COMBAT STRENGTH BY SEPARATING IT FROM OVERHEAD. CHAPTER 5 REPORTS JOINTLY SPONSORED WITH THE UNIVERSITY OF OMAHA THE  FIRST SAC SENIOR SYMPOSIUM (15-17 NOV 76), TO MEET THE NEED FOR GENERAL OFFICERS AND CIVILIAN EXECUTIVES TO REMAIN CURRENT IN THE ACADEMIC  DISCIPLINES THAT INFLUENCE THE FORMULATION OF MILITARY POLICY AND STRATEGY. WHILE COMPUTERS PROVIDED HQ SAC MORE AND BETTER INFORMATION FOR MANAGING  ITS OFFICERS, AIRMEN, AND CIVILIANS, THEY WERE ALSO RESPONSIBLE FOR HQ USAF, THROUGH AF ITS MILITARY PERSONNEL CENTER, TAKING OVER MANY OF THE  PERSONNEL RESPONSIBILITIES WHICH HAD FORMERLY BELONGED TO THE MAJOR COMMAND HEADQUARTERS. AIR FORCE WIDE CIVILIAN PERSONNEL INFORMATION WAS ADDED TO  THE ADVANCED PERSONNEL DATA SYSTEM. TWO NEW PROGRAMS DESIGNED TO REDUCE THE SURPLUS OF COPILOTS WERE THE TEMPORARY AUGMENTEE SUPPORT PROGRAM (TASP)  AND THE TEMPORARY OVERMANNING OF THE OPERATIONS STAFF (TOOS). PALACE FURLOUGH, AIR FORCE WIDE EARLY SEPARATION PROGRAM FOR YOUNGER RATED OFFICERS,  REDUCED THE B-52 AND KC-135 FORCE. INITIATED THE RATED DISTRIBUTION AND TRAINING MANAGEMENT (RDTM) PROGRAM, A COMPUTERIZED SYSTEM FOR MANAGING RATED  OFFICERS. JOB FINDER SYSTEM (JFS) WAS ADDED TO THE CAREER AIRMEN REENLISTMENT RESERVATION SYSTEM (CAREERS). VOLUNTARY STABILIZED BASE OF ASSIGNMENT  PROGRAM (VSBAP) ENABLED AIRMEN TO RECEIVE A FIVE YEAR STABILIZED TOUR BY VOLUNTEERING FOR ASSIGNMENT TO MINOT AIR FORCE BASE ND, GRAND FORKS AIR  FORCE BASE ND, OR LAUGHLIN AIR FORCE BASE TX. BEGAN CAPSTONE PROGRAM TO ENCOURAGE OFFICERS ELIGIBLE FOR PROMOTION TO STRENGTHEN WEAK POINTS IN THEIR  RECORDS BEFORE THE APPROPRIATE PROMOTION BOARD MET. CAF.</ABSTRACT>
