 <ABSTRACT>Contains data on the accomplishments of the Air Training Command (ATC).  CHAPTER 1 deals with   Command requirements and organization.  Covers background of the Command; Command requirements   as effecting personnel procurement, training requirements, as well as wartime and emergency needs;   Command organization dealing with actions in ATC Headquarters, internal changes, and integration of   Headquarters United States Air Force (USAF) recruiting service in Headquarters (HQ) ATC; transfer of the   national advertising program; organizational actions in the field that cameos the concept of the Community   College of the Air Force (CCAF), activation of the Air Force (AF) Skill Center, reorganization of   intermediate headquarters’ renumbering of Wings in the Command, and the establishment of the social   actions organization.  CHAPTER 2 details Command resources and general operation of the Command.  Surveys the personnel Force Command and staff key personnel, overall personnel strengths, responses to   personnel overages and shortages, quality force concept, reenlistment and retention efforts, and steps   required to refine the personnel force; training base structure with a view on statistics, military and   technical training bases, and flying training bases; the aircraft inventory that analyzes aircraft availability   and utilization, accident rates, comparison of accident rates of 1970 and 1971, 1971 honors received by the   Command for flight safety, as well as aircraft accident prevention program; and funding.  CHAPTER 3   highlights personnel procurement.  Screens new programs and incentives that focuses on guaranteed   enlistment, associated management actions, and the minority officer program; records data of prior service   personnel, women in the Air Force, project 100/mental IV, medically remedial enlistement program,   intensified recruitment of Navajo indians, and college graduate enlistements; accession of officers for the   airman commissioning program, officers’ training school women in the Air Force (WAF’s), nurse   procurement, medical specialist procurement, dietitians and dietetic interns, physical therapists, and   occupational therapists; reorganization actions; improvements for the recruiting force listing resources and   housing, training, and community relations.  CHAPTER 4 looks at military training.  Surveys programs   and problems such as attrition in basic military training (BMT) as well as officers’ training schools, and   drugs; basic military training related to sixth annual review of BMT, evaluation of tasks and behaviors in   BMT, impact of racial problems on BMT, efforts to upgrade BMT, and airman supplemental military   training; officers’ training school evaluation and upgrade efforts, projected name change, and development   of a core curriculum for precommissioning schools.  CHAPTER V reviews pilot and navigator training   programs and related activities.  Considers the undergraduate pilot training production goals and   accomplishments; courses of instruction in the upgrade pilot training (UPT) during fiscal year 1972;   training for German students; training for military assistance program personnel, and centralized flight   screening UPT; approaches to a 210 hour jet pilot training program with background, findings of test   program evaluations, findings of UPT field evaluation reports, and proposal of 210 hour jet UPT program;   future UPT that recounts early development, inhouse interim UPT study, instructional system development   as applied to future UPT, Lockheed/Northrop final reports on future UPT, and USAF mission analysis on   future UPT from 1975 through 1990; pilot indoctrination program (PIP) for the United States Air Force   Academy (USAFA); undergraduate navigator training course of study; fiscal year 1972 production of   navigators; and undergraduate navigator training system associated with aircraft and simulators; advanced   navigator training that covers navigator/bombadier training, FB-111 aircraft navigator/bombadier upgrade   and system training, B-52 aircraft SCRAM missile upgrade training, basic electronic warfare training,   specialized electronic training of non-flying as well as AN/ALQ-T-5 equipment training, electronic warfare   refresher training, electronic warfare training for Canadian forces, senior staff navigator training, navigator   instructor training, navigator/observer utilization field flying, and specialties (NOUFFSS).  CHAPTER 6   records information on advanced flying and specialized training.  Summarizes survival training related to   consolidation and post Southeast Asia (SEA) plans for fiscal year 1972 program; USAFA survival,   evasion, resistance, and escape (SERE) program; pilot instructor training, USAF instrument flight center   (IFC), and others.  CHAPTER 7 presents activities related to technical training.  Has an overview of the   technical training program; TDY to school; contract training; type 5 training problems; Fort Monmouth   communications/electronics training; Fort Lee food service/open mess management training; government   accounting officer review of ATC recall of type 5 courses; assumption of joint service nuclear training;   management actions of advanced personnel data systems; and a technical training subsystem (TRAMIS);   training medium modifications related to instructional systems development, career development course   (CDC) format changes, specialty training standards (STS) changes, and skill knowledge test (SKT)   development field test documentation changes to regulations, management of students which reviews   requirements additional student squadrons, 7 hour training day test, transportation to school question,   student orders problem, disposition of school eliminees, and inspections at Sheppard Air Force Base;   standard evaluation team capability established; graduate evaluation questionnaire system; technical   training course management of information systems system (TCMIS).  CHAPTER 8 views the ATC role in   systems acquisition.  Lists information related to automatic data processing (ADP) system procurement,   weakness in management of ADP buys, short range attack missile (SCRAM) procurement, and a   Worldwide Military Command and Control ADP System (WWMCCS).  CHAPTER 9 highlights Command   accomplishments and problems.  Has information on personnel, training, mission procurement, and related   problems.
