UPPER AIR OBSERVATION PROGRAM STROVE FOR INCREASED HEIGHT AND GREATER ACCURACY.  STUDIED PROBLEM OF EVALUATING TEMPERATURE AND DEWPOINT TO CLOSE TOLERANCE.  LINE FREQUENCY VARIATION PREVALENT AT MOST INSTALLATIONS.  EXPERIENCED LARGE ROTATION OF WEATHER OBSERVERS WITH 100 PERCENT TURNOVER AT KEFLAVIK, ICELAND.  COMMUNICATIONS CONTINUED TO BE A PROBLEM.  DETACHMENT (DET) 20 SUPPORTRD MILITARY AIR TRANSPORT SERVICE (MATS) FERRY MOVEMENT (HIGH FLIGHT) AND STRATEGIC AIR COMMAND (SAC) MANEUVERS.</ABSTRACT>
